Important information to know regarding the new building requirements in garages
Most of the Dutch garages are not adequate for modern cars yet. The increase of electric cars therefore demands a heavier commitment from the fire department. “The extinguishing of a burning battery in an electric car, for example, requires a lot of water continuously for a long period of time. This ensures that the chances that a fire, that takes place in a garage, cannot be controlled by the fire department has increased. This is especially a risk for parking garages that are positioned underneath residential buildings since they cannot escape on time.”. The previous statement is noted in the revised design memo of the Besluit Bouwwerken en Leefomgeving (BBL).
Which requirements do charging stations need to fulfill from now on?
To guarantee everyone’s safety, new requirements will be set for EV charging stations in parking garages. Charging stations are now required to be from type Mode 3 or Mode 4. The difference is demonstrated in the image below. These charging station types are better protected against malfunctions that can lead to fire.
Ensure more safety
To make sure that firefighters encounter a safer environment, it is mandatory to implement a system where it is possible to simultaneously turn off all charging points. This ensures that firefighters are confident that there will be no electricity left on the charging stations and that no dangerous situations will occur at the time of extinguishing.
The influence of the new building requirements on VvEs

Excising residential buildings usually do not fulfill the safety requirements and therefore will need new inspections to be carried out. Besides that, the current infrastructure in residence buildings usually also need to be adjusted. Most parking garages of VvEs are, for example, not adequate for the smart distribution of power. Active Load Balancing therefore plays an important role. Hereby, the current will increase and decrease depending on the total use in the power connection. Besides that, most parking garages have a scarce amount of power capacity where they can only provide around ten residents with charging power (11KW). Experienced contractors who are usually involved in these sorts of projects try to make sure that everything is in accordance with the correct legislation. It is therefore important for VvEs to be proactive in the realization process of charging stations for their own residents.
